RFQ Supplier Response

I need to expose a Supplier's Response to an RFQ through the Event Handler, I am trying to create a notification to the RFQ owner when a Suplier submits a response. I am running v9.3.12 and I cannot find how to do this in the SDK 
Any help would be greatly appreciated
