11.5.10.2 : Patch Fails With Memory Error : Unable to allocate memory in procedure aiumab()

Currently, we are receiving many patching SRs with the following scenario:
Symptoms

On : 11.5.10.2 version, Patch Application Issues

After applying CPU patch for 11i i patch 16966459,
when applying any patch which contains loadjava actions.
The patch application hangs and the worker log shows the below error :

ERROR
-Xmx512M oracle.aurora.server.tools.loadjava.LoadJavaMain -f -thin -user "APPS/***** @server.domain:<port>:SID" $APPL_TOP/admin/SID/out/p003ldjva.jar

AD Worker error:
Unable to allocate memory in procedure aiumab().
(num_needed=5120) > (max_allocatable[record_type]=4096) and record_type = 8

Changes

CPU patch for 11i i patch 16966459 has been applied
