Procurement - EBS (MOSC)

can't add related contract

Hi

We create a Procurement contract using "Contract Workbench" (Oracle Procurement contract R12.1.1) and want to add "related contract"  wich are related to PO. 

In the page, the list contain only contracts wich are not related to PO,  Is it the standard fonctionnality ?  

Please help
