Best way to cycle count WIP

We want to go from tag counting to cycle counting our WIP.  Any recommendations or best practices would be appreciated.
Currently workers have the ability to retrieve inventory as needed and a single part can be in several places within WIP
What is the best way to handle that, without transactions for every process on the production floor?
