Restrict the entering of invoices but still able to do a quick check

We would like to restrict a person that can pay an invoice, but cannot enter an invoice.  In order to do quick checks you must access the invoice workbench.  Does anyone know a way to restrict entering an invoice but still able to process a quick check on an invoice?
