View attachments on Enquiry Invoice Batch

Hi All
I have a requirement to try and not implement a customisation and allow end users access attachments (using the paperclip icon) at invoice batch level using a enquiry responsibility?

I was thinking of using a entry menu item and personalising the entry/update functionality away, is there an easier way? possibly core functionality?
