Location Move is deleting the location from the rpm_zone_location table

I had a closed location in RMS I don't want to purge, so I removed the records from item_loc and item_loc_soh, then did a location move from zone 1000 (our primary zone for active stores) to zone 6000 (zone for closed locations, we don't do any price changes in this zone).  The location move batch completed, but the location is no longer in the rpm_zone_location table.  The main question is, should every location have at least one zone in rpm_zone_location, or does it matter?  If we manually purge all the records for a location, do we need to run the
