Shipment Tracking Event Screen Issue

I navigated to the Shipment Tracking Event screen through the Action Screen for the shipment.  I tried to enter a tracking event on behalf of the Carrier.  So, I clicked on the “Responsible Party” drop-down box and selected “Carrier”.

 

Next, I tabbed to the Status Drop-down box, and saw that there was only 1 item in the box.  This item was “Filing Response”.  How do I get more items to show in that box?

 

The other problem related to this the event does not show up on the list of tracking events.  I selected the item “Filing Response” and also selected the sub-status “Filing Response Received”.  I, then, enter a current date and time and press the “FINISHED” button at the top.  OTM responds with a “Success” screen.
