Can't able to identify and manage the approval process in Change Order for Contract Management 13.1

I am facing some issues in contract management 13.1.
1. i have created two projects, one project containing approval process in review status on change orders
when i go back to change management for checking the second document in that its showing Previously Approved Changes value from change order first documents. when approving document in change order.
2. I have another project which i don't have access to approve the change order review status , It causing not showing the Previously Approved Changes value.
So please advise how to activate the approval process in second project also to show clearly in change management with the Previously Approved Changes value from change order.
