ORA-01033: ORACLE initialization or shutdown in progress

Hi All, 
I have two instances in my database and one of them stop running automatically and when i try to connect it gives me following error: 

ERROR:
ORA-01033: ORACLE initialization or shutdown in progress
Process ID: 0
Session ID: 0 Serial number: 0

Can someone help me to resolve this issue, my other instance is working and connecting normal.
