Can this cause the system to lagg?

We have a HiPot tester with a serial number assigned to it. Multiple times throughout the day, they use the enter test results application to log the test status of that HiPot item.

I check the logs after they run and i see the following many times, and soon after People are complainging about the speed of e1. Is there any connection? Is this something to be concerned about?

                CAC0001017 - (jdeCacheOpenCursor) failed to open cursor due to reach the max #cursors (100) for cache (88B3700170-882)

PS: the record for the Hipot Tester has 270 lines in the grid and counting
