Group Permissions for Partner Users

Oracle is unable to create our Partner Users after some months and we need to be able to use our system.  I have to create a Vendor group that will mimic the permissions or lack of permissions a Partner User would have.  In some areas it will be the records/documents they create but in other business processes they may need to see documents our company loaded or another vendor loaded.  Any assistance would be much appreciated.
