Batch BOM's

Should we be using batch BOM’s if our batch sizes do not always come out exact every time?
(Example:  batch size 2000 LB.  Work order completion 2020LB)

We like the idea of being able to use percent bills but I know that requires using batch sizes of 100 or more.
