How to change the Ship to Location and Description on a PO Header in R12

Hello
Is there any API to change the Ship to Location and Description on a approved PO header in R12? In addition to that Is there any API or any other way to have that PO get auto approved instead of routing to the approval again in case if we change the ship to location on that PO?
