BOL Number - New one is generating againg and again

Dear concerned

When program R49549 run with reference to Shipment No, the BIll of Lading Number is not constant, It is changing for the same reference shipment No( F4217),  I see for the same shipment many BOL Numbers, That  should not be. BOL Number should remain same.  Can you advise why this happening and how this can be fixed.
