Limiting access to view invoices with specific accounting distributions in Payables Inquiry

We have a need to limit the ability to view certain invoices in Payables Invoice Inquiry for a specific user.  This user would like to have the payables inquiry, but the client is worried about the ability to view all invoices regardless of accounting distribution.  Is there a way to limit what invoices can be seen with regards to the accounting distribution?  If we setup security rules we would have to setup a new responsibility specifically for this user, correct?  Will setting up security rules, and then a specific responsibility work with an inquiry responsibility, and allow only invoices with
