How does GLHCRR (Historical Date) and GLHDGJ (Historical Date) get populated?

My company is using multiple currencies, all exchange rates appear to be coming out of Rate Type M Month End Balance Sheet tables in Currency Restatement (P1113).

Despite having H* Rate type tables, most of our FX related entries to the F0911 have either the rate or date fields populated for Historical amounts.  Our M rate tables are updating weekly, and that appears to be the FX rate stamped in GLCRR as the entries post throughout a month.  Users in my company want the historical GLHCRR populated for FX gain/loss analysis over a period. 

What I can't seem to find is how the Historical Date field chooses to get populated (as function of entry, doc type, process step involved, etc).  I believe (and I'm currently guessing) that populating the GLHDGJ field and having an appropriate H* Rate type currency table would give us a proper HCRR value in the F0911.
