Seeting up Procurement Realms in Oracle 11.5.10.2

I have a copy of the “Oracle iProcurement Implementation guide and have tried to set up Realms as securing attributes to control access to catalogs. I defined the Realms in Oracle Purchasing. I tried assigning it the responsibility or user as per the instructions. I assigned it to the responsibility with RT_CATEGORY_ID and assigned it to the user as ICX_POR_REALM_ID.

However neither option worked in restricting the Categories I defined under Realms.

Any idea what else I can do to fix it
