EBTax API to perform calculation prior to Payables Interface Import

Hi,  I already posted this question under Payables, but thought Tax gurus could help with this one.
  " I am thinking that there may be a way to call EBTax outside EBS and prior to the lunching the Payables Import process. I am not sure if there are now R12 APIs to do so?
  Can we define rounding tolerance upward AND downward for 2 pennies? if so, could you explain?
