How are Sugg Start Dates calculated in a Constrained EDD plan?

I have noticed for some of the products, the Sugg Start Date and the Sugg End Date are exaclty the same even though i have usage rate on the routing and the Scheduled Flag is Yes. Can anyone please throw some light on this?
