We need to mass upload automatic attachments

It would be very much helpful if anybody can suggest whether there is any import program/ API to upload mass (around 3000) automatic attachments ( Navigation: Order Management Setup > Attachment > Document Categories & Documents) which would be defaulted automatically either at Sales Order Header or lines or specific customized reports. These attachments would have specific rules based on Customers, Ship-to, Bill-to, Order Type ot Items.

We have explored oracle documentations but we are not finding any import program/ API to load this. It would be helpful if we get to know if anything standard is available? Thanks in advance.
