system table IDL_ub1$

 HI, this table in the system tablespace has grown to 33G.   It has a long column in it so I cannot simply shrink it.   
My question is.   Can I export/import this table while the database is live to its customerbase?   I understand it stores pl/sql meta data.  

If you recommend it cannot be done with the db in open state, if I put it in restricted state and execute a quick export import would that be fine as well?  Please advise.
