Adding Windows Oracle Database to OEM 12C

Evening, 
 I have OEM 12c installed on Unix and thus far have just been adding agents to other AIX hosts and have not had a problem.   I know had to add an agent to a windows server 2003 server that has an Oracle 11.1 database.   I downloaded the plugin and added it to OEM.  I downloaded Cygwin and followed the instructions and I THINK I did it right as I was able to deploy the agent to the host, and it did start monitoring the host.  However now I am trying to add the database so I can monitor
