Receiving PO Send Notificatiions for Purchasing Documents on 2009 RFQ's after 12.1.3 upgrade

 Hi!
 We have recently upgraded from 12.0.6 to 12.1.3 on November 18th.   A user called to report he has over 200 open notifications that have started since 12.1.3 upgrade. See attachment.
Need to be able to close these and also to find cause of why they are being sent out. Please help.
