Inventory short shipment

 Hi , due to shortshipment , I would like to automatically reduce the order demand by a % 
example the inventory is 100 
my current demand is  200 
i would like to specify 50% allocation and then run a process to revise allocation by the percentage 

I thought it was in the preferences 07 or 39 but got trouble because it just cumulate the order demand and sends a warning  if you overpass the quantity allowed. 
I currently dont want to use the recent advance alllocation module  

Ideas and or solutions welcome

is this a simple way to define this in the R42520 functionality
