Dates in Target List not working as expected

We are trying to create a birthday campaign.  To create the Campaign, we are first updating all Contacts in CRM to have a Date of Birth in the current year.  For example, if someone was born on 12/5/1972, we will change the date to equal 12/5/2013.  In ODM we have a workflow Campaign with a single Program and a Dynamic Target List.  The issue is the Target List is pulling too many Contacts.  In the conditions on the list, we set the Profile to CRM On Demand Contact, the Profile Attribute to Date of Birth, the Operator to Within(Days), and the
