Cannot select items to put on quote

We are using 12.1.2 instance of HTML Quoting (I didn't see a Quoting Community, so I thought I would try OM) and the system won't allow us to add any items to a quote line. I tried a blind search and it doesn't see any items and we have hundreds setup. I have checked the item setups and they are orderable. Any help would be greatly appreciated.
