Services Procurement Set Up

Hi I am trying to enable Services Procurement for r12 and i have run into some difficulty. When i click on the 'Contractors' tab in iProcurement i recieve the following message:

You cannot access this page because Oracle Services Procurement is not enabled.

The steps that i have taken so far are as follows:

1. PO: Enable Services Procurement = YES (bounced apache once i set the option)

2. Created a Rate Based Line Type with a rate value basis and a purchase basis set to Temp Labor

3. Associated Jobs to Purchasing Categories

For some i reason i am still getting the error message above when i try to get into the contractors tab in iProcurement. Is there a set up step that i am missing?
