Patching on internal/ external tiers

We have ebusiness  12.1.3 running and are patching .  We have 2internal app tiers using a shared nfs and one external tier. 

The way we patch is first the internal tier and then the external. 

The dba who is new at patching put all of the patches in the internal tier and now wants to put them in the external tier. 

 Normally we put one in the internal and that same one in the external and then move to the next patch. 

My question is- Is the instance ruined now or can the external tier be patched?
