Need to click buttons twice for them to work

Dear Oracle experts,

recently, i created a custom form by using form 10G, when i click a button at the first time, it have no reaction,but when i click at the second time,it works, Could you pls tell me what's the reason?

my form 10G version is 10.1.2.0.2 ;

My EBS version is as below:

RDBMS : 11.1.0.7.0
Oracle Applications : 12.1.3
