Create a scheduler job

Hi, normally JDE administrator would do the schedule job , am i right ?How about other jobs which belong to finance module,,would JDE admin create these kind of jobs as well ?

My user has asked me as below :

would like to create a JDE ID who only run Scheduler Jobs.
What access rights should I assign for it?
Please advise.

They wanted to know the schedule job  can be multiple user or only administrator ?  What would it look like in JDE standard procedure ?
