timeout is not consistent with oracle.sysman.eml.maxInactiveTime value

$ emctl get property -name oracle.sysman.eml.maxInactiveTime
We have 2 OMS servers behind a SLB (BigIP F5).
The timeout is considerably shorter than 241 minutes. The SLB is configured according to Oracle's own document.
Is there some other timeout that I have to consider?
patch for note 1478495.1 (16264813) has been installed, so it is not related to the url beginning with em.
