Is it possible to explicitly set resource TARGET status to OFFLINE on one of the node out of 2 node

1. Created seperate local listeners for each node
2. Registered them in cluster

Is it possible to set TARGET value to OFFLINE for these local listener?

               ONLINE  OFFLINE      ora002     --> Need to set TARGET status to OFFLINE on node2

ora.LISTENER2_LOCAL.lsnr
               ONLINE  OFFLINE      ora001  --> Need to set TARGET status to OFFLINE on node1
               ONLINE  ONLINE       ora002  --> Should ONLINE and running on node2
