How to remove the Calculate Tax button on the Form for Inquiry only responsibilities

Hello Gurus,

I would like to remove the Calculate Tax button on the form, or greyed out, for my Inquiry Only responsibility. See attached screen shot.

I know how to remove it with Form Personalizations, but I would like to know if there is a way to remove it by Configuration (i.e. Menu Exclusion).

Let me know if there is a way to do that.
