Query on SLA for R12 upgrade

We have a R12 pre-upgrade step which allows to limit the range of periods for transferring subledger accounting transactions to SLA in R12. Present 11i installation has Financial data for more than couple of decades and we were, therefore, seeking to look at arriving at an appropriate range of periods for this environment(AR, GL & Projects). In doing so, we want to understand the basis on which this decision of limiting the range of periods to be transferred to SLA can be made ? Specifically, the business impact which should be highlighted to the business community of such a decision. As per our understanding,
