jde.ini is shipped with two JDEMAIL stanzas on 9.1
The symptom is you can not save Email Configuration changes made for JDEMAIL settings for workflow within Server Manager Management Console. All other configuration changes are saved properly. However the changes made do appear to be saved in Enterprise Server's jde.ini. Turns out the jde.ini delivered had duplicate [JDEMAIL] stanzas as of 9.1. To resolve either comment out one instance of JDEMAIL in the jde.ini OR delete one instance.
