Offset defined at Column set in FSG is not working

Hi All,
We are working of balance sheet for which we have defined FSG row and Column set. We have created two column in Balance sheet to provide the current year and Last year balances in report output.
In last year balance column we have defined the offset "-11" but when we run the report both column are always showing same amount i.e. amount of current year.

Please suggest. We have tried various combination of offset but every time the balances in both column is same eventhough out TB is showing proper balances for each period.
