What is the purpose of Landed Cost Charges in the Fiscal Policy?

In the Oracle OPM Financials responsibility > Setup > Fiscal Policies > Query relevant Legal entity > Click Event Fiscal Policy. It shows 3 boxes. The 3rd box is of "Landed Cost Charges".

Can anyone please tell me what is the purpose of  Landed Cost Charges. We are not sure what we can achieve by setting up this options.
