Siebel Repository not getting Imported after Database Dump is dumped from another Env

Hi All,
As part of bringing one of the siebel Env to Production level, we did a siebel Database dump from one of the Prod replica Env. After the dump was imported, we are not able to ddlsynch or full compilation. When we are trying to start the siebel server, diccache.dat file is not getting created in siebsrvr/bin directory. We have restarted the gateway server also. Any idea how to rectify this issue ?
Siebel Version being used is 7.5.3.17 and DB is Oracle 9i. OS is windows 2000.
