When PR using AME to submit for approval , is forward checkbox enable or disable ?

ct folllow Forward To Check Box Is Disabled In Requisition Screen for a Returned Req approved with AME (Doc ID 1564695.1) 

apply Patch <16879227:R12.PO.B>.  after that he found that

When  PR using AME to submit for approval  , forward  checkbox is disable / greyed .

so I wonder if  it is internded behavior that this patch disable the forward checkbox.

in my test , before  apply patch   16879227 , 

 ( POXRQERQ.fmb 120.43.12010000.14  ,  POXAPAPC.pld 120.18.12010000.8 )
When  PR using AME to submit for approval , forward is enable

after apply  patch   16879227 , 

 ( POXRQERQ.fmb 120.43.12010000.41 ,  POXAPAPC.pld   120.18.12010000.40 )
When  PR using AME to submit for approval  , forward is disable.
