Need help to rectify the US Tax Setup (AR) error in 11i when moving to R12

Hi,

We are upgrading from 11i to R12.1.3. In 11i the Tax method set as VAT and Location Flexfield structure as No Validation - Country  instead of Sales Tax and State.County.City.  Now we are moving to R12, we want to change error done on 11i.

Can anyone help me to achive this, it will be a great help.
