I want to create the user with out any permession

Hi ,
I had created a user by default that user having read permissions of entire system or server.
Ex df -h; and he will enter into any of the directory/mount point and do ls -lrt.But i want to create a user he don't have that rights.He want to enter into only one mount point only. I had tried this by using RBACK but initially i have to create the user (i.e user getting read permission's ) and then that user supposed to  shift to roles then only that roles will effect.
