R12.1.3 : prereq from patch 14550609

Hi,
The prereq patch for patch 14550609 cannot be found. The patch number and name are:
14581021:12.1.3:PAVDVC:NO_COMPILED_MULTIPLIER
        ERROR IN DIS SUP COST ADJS


According to the readme from patch 14550609 it is either a pre or a post req. So it should be installed.
Can you reupload the patch or look into the fact wheter it is actually needed or not?
