How to Disable the Loca Attribute Button in the Approve Supplier List

Hello Gurus,

Is there a way to Disable (or greyed out) the Create Local button as we do not want the user to be able to create the Local Attributes.

This is in the Approved Supplier List.

Can this be only acheived by Form Personaliszation, or is there profile option or configuration setup that can be use to Disable this button functionality?
