Issue in Process Control

Hi,

In using Process Control, validation should start at Review Level 1. The issue is, at First Pass, there are already members with validation flag as 'Failed' thus preventing to promote to Review Level 1. We are in version 11.1.2.1. Any advice? Thanks!
