How to submit PL/SQL Stored Procedure which is defined on Shipping Document Sets?

we have been using our custom concurrent which is Oracle Reports and we succesfully print shipping documents.Now business need changed and we want to submit our new concurrent which is PL/SQL Stored Procedure.

when we confirm our delivery, process completed successfully but our concurrent has not submitted.

STEPS;

1) create new concurrent with plsql code.
2) set this concurrent on shipping document set form
3) ship some item
4) shipment completed but new concurrent has not submitted.

Any suggestion pls?
