Patch Readme 11810646:R12.IBY.B Issue

Hi All,
Regarding patch number 11810646:R12.IBY.B, the read me of the patch says:

"8. Post patch application steps
      Please clear the middle-tier cache and bounce the server"

Nevertheless note R12 Generic Data Fix (GDF) Patch for Orphan Bank Accounts (Doc ID 1370214.1) says "The instance does not need to be brought down to apply this patch, you can apply it in hotpatch mode e.g. adpatch option=hotpatch. Also, the select script can be manually ran from SQLPLUS after the patch is applied if needed.".

I have recommended to the customer to follow the instructions in the read me of the patch. But customer says:
