R12.1.3 : JLBRRCDB.fmb File version is not as per the patch 16686707

Hi,
In patch readme.txt

On successful installation of the patch please verify the versions of the installed files on the appl top  (As per the PATCH read-me)

$JL_TOP/forms/US/JLBRRCDB.fmb 120.13.12010000.6
$JL_TOP/patch/115/sql/jlbrrvlb.pls 120.11.12010000.12

After applying this patch file versions are :

JLBRRCDB.fmb 120.13.12010000.2
jlbrrvlb.pls 120.11.12010000.12

In the patch log file we can see :
