RC-50004: Fatal: Error occurred in ApplyDatabase: Control file creation failed

Please can some one help me wit the solution to these error. Am perform a clone of the EBS version 12.1.3 on solaris sparc 10 O.S .  And when i ran the adcfgclone.pl script on the target database. it give  these error:

  /     50% completed       RC-50004: Fatal: Error occurred in ApplyDatabase:
Control file creation failed

ERROR while running Apply...
Tue Dec 10 16:59:28 2013

 ERROR: Failed to execute /ebsprddb/oracle/db/tech_st/11.1.0/appsutil/clone/bin/adclone.pl

Please can some1 help wit likely solution.
