oui-10151 while loading the library running process query

We are trying to install the Oracle 11.2.0.3.2 odac software (32 bit) onto an existing oracle 11.2.0.3 client home and getting the following error:
oui-10151 while loading  the library running process query

The windows server we are trying to innstall the oracle client software on is windows 2008 r2 sp1

Can someone please help.  

I am not very familiar with installing ODAC but did not realize it was going to be so challenging.
